Billing, VAT and invoices

Subscription billing through Stripe Billing or a regional gateway needs to apply UAE VAT correctly, issue tax invoices with your TRN and handle B2B customers outside the UAE, where VAT treatment differs. With Peppol-based e-invoicing becoming mandatory in phases from January 2027, SaaS products that issue invoices to UAE businesses should keep invoice data structured and ready to send through an accredited provider.

If you plan to sell into Saudi Arabia, invoices there must follow ZATCA's e-invoicing (Fatoora) requirements, including QR codes and XML formats, and Saudi Arabia has its own personal data protection law. Should our SaaS MVP support Arabic from day one?

If your first customers are Arabic-first businesses or government entities, yes. If they are English-speaking teams in multinational companies, you can launch in English but should still build every component with right-to-left support, so adding Arabic later does not require redesigning the product.

Where should a UAE SaaS product be hosted?

It depends on your buyers. A UAE cloud region suits government, health and finance customers who require local storage. Other customers may accept hosting elsewhere if transfers meet the PDPL or DIFC and ADGM rules. Many SaaS products start in one region and add others per tenant as enterprise deals require.

Can you build a SaaS product we can expand into Saudi Arabia?

Yes. We design tax, invoicing and hosting as configurable per country, so adding Saudi requirements such as ZATCA e-invoicing becomes a planned module rather than a rewrite. Requirements in each country change over time, so the specific rules should be confirmed with local advisors before launch.
